VOICES FROM COMMUNITIES: THE SITUATION AND NEEDS OF HUMAN RIGHTS DEFENDERS IN MOZAMBIQUE
The Mozambique Human Rights Defenders Network (RMDDH) conducted a study on the situation and needs of Human Rights Defenders and Journalists, whose findings will be presented on Friday, April 1st, 2022, at the Pemba Express Hotel, Pemba City, at 09h00.
The RMDDH ascertained, on one hand, the main features of the Mozambican civic space and security for Human Rights Defenders and Journalists in 2021, and on the other hand, their needs within their activities to protect human dignity and prevent the closing of the civic space.
The presentation of the study findings will be made by the Director of the Southern Africa Human Rights Defenders Network (Southern Defenders), Washigton Katema, and the Human Rights lawyer, João Nhampossa, followed by a debate with prominent Human Rights Defenders in the country
2021 SOUTHERN DEFENDERS SUMMIT
The Southern Africa Human Rights Defenders Network (Southern Defender), in partnership with the Mozambique Human Rights Defenders Network (RMDDH), Advancing Human Rights in Southern Africa (ARISA), the Regional Office of the United Nations High Commissioner for Human Rights (OHCHR – ROSA) and Amnesty International, held the 2021 Southern Defenders Summit on 2 and 3 December 2021. The event took place at the Joaquim Chissano International Conference Centre in Maputo City.
The two-day regional summit brought together human rights defenders and civil society organizations from Southern Africa and made an assessment of the gains achieved and the risks and challenges faced by human rights defenders as civic space closes in the region. Summit delegates discussed creative ways of building regional solidarity with the aim of defending civic space and protecting the rights of Human Rights Defenders.

The meeting brought together human rights defenders with the aim of, on the one hand, reflecting and promoting their recognition as a vulnerable group and, on the other hand, deliberating on key aspects of RMDDH governance. The event was attended by personalities and groups operating together in the promotion and protection of fundamental rights and freedoms, including in building resilience of human rights defenders. The RMDDH was launched on 06 October 2020 in Maputo City and is currently coordinated by the Centre for Democracy and Development (CDD), in partnership with the Budget Monitoring Forum (FMO), the Civil Society Platform on Natural Resources and Extractive Industry (PIE) and JOINT, and under the guidance of key civil society figures such as activist Graça Machel. One of the objectives of the RMDDH is to strengthen the capacities of human rights defenders to claim their rights in the defence and promotion of human rights, in the fight against injustice and the closing of civic space, and in improving their own protection and security.
LAUNCH OF THE NATIONAL DEFENSE NETWORK FOR HUMAN RIGHTS DEFENDERS
A Rede Nacional de Defensores dos Direitos Humanos é uma iniciativa da sociedade civil que tem como objectivo fortalecer a capacidade e a resiliência dos defensores dos direitos humanos, bem como melhorar a sua protecção e segurança no âmbito da sua missão de defender a dignidade humana, lutar contra injustiças e impedir o fechamento do espaço cívico. A rede visa ainda potenciar os defensores dos defensores dos direitos humanos e do espaço cívico para que tenham maior consciência dos riscos associados ao seu trabalho e das necessidades que têm em termos de protecção.
O estabelecimento da rede decorreu numa cerimónia que juntou dezenas de defensores de direitos humanos na tarde de terça-feira, 6 de Outubro, e que serviu para homenagear Anastácio Matavele, activista assassinado na Moçambique já conta com uma rede de defensores dos direitos humanos 2 BOLETIM SOBRE DIREITOS HUMANOS Cidade de Xai-Xai por agentes da PRM, no dia 7 de Outubro de 2019, em plena campanha eleitoral. “Este evento é organizado pelos companheiros de luta de Anastácio Matavele. Lançamos hoje a Rede Nacional dos Defensores dos Direitos Humanos e o relatório sobre o julgamento do ´Caso Matavele´. Queremos usar o relatório como instrumento de advocacia”, disse Adriano Nuvunga, Director do CDD, nas notas de boas-vindas.
A formalização da rede é resultado do trabalho que vem sendo desenvolvido desde 2019 pelo CDD em parceria com a Rede de Defensores dos Direitos Humanos da África Austral (SAHRDN, sigla em inglês) – de que Adriano Nuvunga é membro do comité de direcção, e conta com o financiamento da OSISA. “A rede não é do CDD. O trabalho do CDD termina com o estabelecimento da rede. A rede vai ter vida própria, o seu logotipo, a sua identidade. A rede não é das organizações da sociedade civil, a rede não é das pessoas que trabalham e recebem dinheiro dos doadores. A rede é inclusiva e abrangente”, clarificou.
O lançamento oficial está agendada para 10 de Dezembro, Dia Internacional dos Direitos Humanos. Até lá, as principais actividades vão consistir no registo da Rede Nacional de Defensores dos Direitos Humanos, criação da sua identidade e selecção de membros dos órgãos de direcção. “Queremos uma rede que se rege pelos princípios de transparência, integridade, honestidade, imparcialidade e seriedade. Queremos uma rede que mereça a confiança dos moçambicanos. Além de capacitar, defender e proteger os defensores dos direitos humanos e do espaço cívico, a rede vai se pronunciar sobre os direitos humanos em Moçambique”, explicou Adriano Nuvunga.
Na cerimónia, houve intervenções de defensores de direitos humanos, como dos juristas João Nhampossa e Custódio Duma; Prof José Jaime Macuane, ambientalista Carlos Serra Júnior; Ndzira de Deus (Fórum Mulher); jornalista Lázaro Mabunda; Simão Tila (JOINT), economista João Mosca (OMR), Anabela Rodrigues (PIE), Roberto Paulo (LAMBDA Moçambique); Vicente Manjate (OAM); Benilde Nhalivilo (ROSC).
